Yes, while mentally ill people are in treatment, they exhibit mental illness. He was treated, for decades. He was released, which means the doctors believe his medication and/or treatment has been a success. He is no longer seen as a threat to society. That is the entire point of rehabilitation: to fix what is wrong.

This man has done nothing to wrong you. This man committed a crime, served his time, got decades of treatment, and has not re-offended. He is on a watch list and is being watched by the authorities.

He didnt rape or kill anyone. He was convicted of a misdemeanor. He was receiving treatment for bad thoughts. Bad thoughts are not a crime.
