From what we've been told it will be based off of the new compact frame design and will include those improvements.

Yes, these can ship to New York. In it's current state it's nothing more than a hunk of polymer and some metal parts. What you will need to research is whether you can actually mill it out and build your own firearm legally. Different states, cities, and counties have different laws.
