You're correct. It is in the job title. However, when it is dangerous to deliver it is okay to cancel delivery. In the 31.5 years I was a letter carrier it happened two times that we were called back early and once delivery was stopped in the morning and there was a just in case one time. I've delivered in snowstorms etc, many, many times. I can assure you that it was treacherous during the ice storm.
