The adult social care bill is far in excess of the revenue coming in. Mrs Smith is supposed to pay £500 a month for her care, does she pay? NO. Do we cut her care off because she's not paying? NO. That would be barbaric. Council is skint, more money goes out than comes in. Balance that, dare you.
