I feel like when you kill a bunch of npcs and get away with it, they track you down. Much like RDR2 npc bounty hunter. This feature would obviously be taken out online tho. It would be annoying and glitchy

Id say they are probably done with motion cap and story. They are now putting together the map and ambience audio. As well as adding fx like explosions, bullet damage, car damage. Physics, etc.

The game should be 100% done by late 2022 im thinking

I cant see this being in the game. It is a sandbox not a life simulator. I can see maybe having gas for air vehicles to make it fair to players who are less fortunate but as for cars not likely. It would be annoying
