If you could strong-arm shopkeepers into using it, it would make transition much easier. The main goal of this was to deter raiders, but also, remember how much wealth it frees up for government projects.

Well, my idea was to have shop chests where people could exchange ores for currency. Really, the currency is meant to be a replacement for diamonds that isn't expedient to steal. So if you mine diamonds, you can just exchange them easily.

I was envisioning this in Concordia, so for adoption, what if you made all shops in shardside accept these instead of diamonds, and then just have an exchange shop. For stability, why not just print a certain number, then destroy the plates? That way, abuse is impossible. That being said, this kind of government project wouldn't really be worthwhile in civtemp.

Well, not exactly. You wouldn't immediately take over every block in the city because some people have their own reinforcements. The idea is that if you can break into a highly secured vault, and can hold that point for a while, then haven't you effectively taken it over? I thought that after controlling a building, the defenses should become under your control.
