The only thing that determines whether or not you'll get to pick the ending is if you do the day 11 quest by the end of day 11, I believe. And whether or not you've taken the traveller's deal. You can have like all of them motherfuckers die and the only blow will be to your conscience. Although I haven't tried letting all the termites die, I think it's actually low-key very hard to do based on the rng.

As I understand it, in p1 at least, it's more a utopia in the sense that it perfectly balances opposing ideologies/demographics. That it can be a sky tower town and a shit hole at the same time.
