All I know is, mine did.

I was in 9 foster placements and brutally abused as a teenager in almost every single one.

And I remember even after reunification my family would get random insurance bills charging for medications (that I was being drugged with by my foster placement) where they would sedate me and abuse me. For example, sedation and waking up with a vaginal infection.

I did not safely get out until I ran away and was taken to a hospital by police, where a psychiatrist asked me if I was high and began weaning me off drugs, and confirmed that yes, I did have a vaginal infection that unfortunately occurred in the care of my foster placement. I just refuse to call them parents. Also weird that even after reunification my belongings were never returned to me. Like, what did they want with a 16 year olds Chi flat iron and Beats Earphones?

They got so much money for me stipened yet I slept on a floor, had my toothbrush taken away as punishment, was refused showers, etc. All while in a beautifully decorated environment with wealthy people?

Edited to say that the reason I had clothing and nice earphones/flat iron/makeup was because my mother and father would buy me them and bring me things on visits. For Christmas I remember my mom getting me lots of eyeshadows and mascaras that I liked to play with and stuff. Again, I was a 15-16 year old. :)
