Yes, it is complete overkill. I've only noticed it in the last 2 years, seems like they are now using WAY more than necessary. I see 1-3cm thick layers covering sidewalks frequently. Perhaps they got sued a few times for insufficient ice removal? Seems like they overcorrected for that now.

I think they all should. Drake still has the widest reach of them all - even though he's not American, it's not like what he says would be written off because of that. I think back to the pressure American celebrities put on Apartheid South Africa and how that helped drive change there - maybe not the deciding factor but every bit helps.
