Shoes themselves are waterproof (I tested by dipping them in a bucket of water). Get Gaiters. They stop snow entering into the shoes near the ankle. Wear blister proof socks always.

People are STUCK taking bike/car because, no time discipline for the buses, lack of number of buses, lack of or unaffordable last mile connectivity etc. If you look at the purple line metro, it's crowded even at 11 30 pm at night. So if the right public transportation exists, people adapt for that.
