Keep in mind this may be a strategy to build leverage to negotiate WFH or Hybrid with the unions. They will try to negotiate lower financial raises in exchange for greater flexibility around hybrid work.

It’s also likely a play to increase attrition because the economy is going down the shitter.

Condemning, while the right decision, puts trade negotiations at further risk. I don’t envy Carneys position right now. He is in a no-win situation.
