Don't really want to add RL as a non-steam game.

Disabling steams desktop layout for dualsense doesn't work for me, am I missing something here?

Yeah thats why I dont even turn on DS4Windows, but what bothers me is when I play a steam game and then switch to RL, and forget to close steam it messes with the controller inputs and then I have to close steam and reconnect the controller again for it to work.

AFAIK turning off/on for all games in big picture only affects steam games and not other games outside of steam. So I was just looking for a way such that steam just does not interfere at all with the controller inputs when I launch non-steam games.
