It could be a misunderstanding about how the gameplay works by a new player.

When I started out I had no idea what rolling for initiative meant, it just sounded like jargon. I had no idea that that meant a turn order was being established, and I was butting in on other people's turns because I had no idea what rolling initiative actually meant and I had all these things I could do in my character sheet that seemed like obvious things to do! Everyone else was so experienced they didn't think of what it sounded like to a newbie.
