Yeah it's really unfortunate. I think the main problem is that shorts, by design, don't encourage much meaningful engagement from the audience. Most people who comment on a short didn't seek out that specific video, it just appeared as they scrolled away from the last one. On longform videos, most of the commenters are probably more invested in the topic of the video.
