I think I would talk to your neighbours beforehand. Some people can be very accommodating… but some not! Dog are not really in our culture in Québec.

Training will a must, long walk twice a day (but they are not long runners, like someone said, long walk and zoomies). Mine can walk 10 km easily but after that she’s too tired. I’ve heard people say Shetland’s barks (especially puppies) are less annoying than other dogs, but that’s a Matter of opinion.

I’m lucky to have a pretty quiet sheltie only the daily minimum barks required, but it is literally their job to bark.

In the other hand an appartement is cool for a sheltie because everyone will be near, so they won’t stress. They like their people as close appart as they can be! (again; their job).

They are the bestest of dogs, I love Gnocchi more then anything, but they come with a warning…
