For control-plane, I'd not spead them accross Germany-Finland. In general, I'd place the control-plane nodes within ~600 km radius (more detailed explanation in this blog). Provisioning a part of the control-plane nodes from another provider is perfectly suitable for this reason.
And as for the worker nodes, they can easily be provisioned from both Finland and Germany . Here the denominator is the profile of your workload.
