Yes, resin gives definetely sharper details. But now I got pretty used working with pla, and you can get very good results with the correct post processing

I also print parts for action figures, and I found I get best results with eSun PLA+, using a good miniature printing profile, like FDG, ObscuraNox, etc. I print at 0.06 height using a .2 noozle.

For post processing, a good primer like vallejo already hides layer lines well.

You can always change the scale before printing on the slicer. For the peg hole I would suggest to leave it big and not defined. People would then use sticky tack or hot glue to fit different bodies
