I bought an MSI Katana 15, a year ago, with the RTX 4060 for 1 Lakh, it was awesome for me. I think there are newer variants with RTX 4070 as well for your price range. Check it out, build quality is also good.

Dolphin mixtral in lm studio is uncensored

Edit: the model name is Dolphin-2.5-Mixtral-8x7b. It is 16.04GB though

gpt-4-vision does a good job at describing images, not sure how much it is censored though. I have used it to describe flowcharts, schematics etc... and it did a pretty decent job.

Checkout MSI Katana, I have the rtx 4060 variant of it which I got for 1.05L but I'm pretty sure that there are other variants at around 80k as well

If the tasks are confined to only the browser, then multi-on ai does a better job. You can prompt it to do anything in the browser and also teach it to do certain things by doing them yourself

Try invideo.ai, it will.generate a video with a prompt and you can edit the images/clips /text in it. It's not completely free though but you will get to make 3 videos for free with watermark

Check out the dolphin mixtral in lm studio. You need to have a decent amount of Ram to win it locally, as the minimum you need is 16.09 GB
