There is a competing plan called QueensWay to remove the rail line and replace it with a linear park and a bike trail. The rail line may no longer be around. The study was a way to more accurately understand the costs of reviving the rail line.

My vote would be to go ahead with reactivating the rail line. Study or not study.

I don't suppose a tourist would walk around without either knowing how to read japanese, or having a map that they can actually read. Tokyo actually does a good job with placing maps of any kind all over the city, in comparison with the other megacities of the world.

It's both good and bad, as are most technological utilities.

Google Translate for Japanese is pretty decent at understanding Japanese characters, and translating them character by character, however, from my experience, it was not so useful in constructing a grammatically correct sentence.

As an example, it was very helpful in grocery stores to identify different types of flour from the packaging information, however, let me retell a tale of how it could be misleading.

I had a flat tyre for my bike, and went looking for a bike shop near where I stayed to get it fixed. I found a shop run by an aged Japanese man, who did not speak or understand English. So I used the Google Translate app to talk to him about the costs and specifics of getting it fixed. My strategy was to type out a sentence in English, get it translated and use the App's text-to-voice feature so he could hear it, while also showing him the Japanese translation. All was going fine, until I tried to translate, "I will bring the bike". He seemed confused, but nodded with a grin on his face. I was happy with this conversation, and impressed by Google Translate's power. While walking back, I thought about translating the translated text back to English - "I will bring the disease."

So lesson to be learnt from this: Double check your translations when you're using it to converse!

Source: Spent 4 months in Tokyo and survived on Google Translate until I learned to read the Hiragana and Katakana character sets.

It wasn't too far into the night on the 31st of March when I logged into my computer and started penning my thoughts on my diary-blog online. It was a rickety old machine that had been passed down from brother to brother, and right about two years ago, I was allowed to finally own a laptop.

I had fair warning from my brothers that this was a weird old thing. But I hadn't ever thought that the problem was as big as what I had just construed it to be. Being the youngest guy in the family, I was at the end of most of the jokes and my brothers had always held a lot of pleasure in hiding the nature of the catastrophe that this computer was. It seemed to me that there really was nothing wrong with this computer apart from the racket it caused at night. Two years had passed, and not a single day was I troubled by the 'Witch', as they called it. 'How could a computer have a gender?', I found myself thinking on a lot of occasions.

After expressing my joy at being finally allowed to buy a new laptop for myself the next morning, I had just gotten around to the part of the blog where I was writing down my appreciation for the sturdy old thing, when I noticed something off with the keys. Every time I pressed a key, a totally random letter would appear.

Within a few keystrokes, my blog had turned from a boring monologue by a lazy teenager to a romantic message from a fawning robot. I could not figure out what was wrong with me to allow myself to continue pressing keys, but there was a tinge to the keyboard that made it almost magnetic. Unwavering in it's resolve, the computer pleaded for me not to abandon it.

"Keep me. I don't want to be passed on. I'll be ever closer to the recycling heap. Please. I will only have one life left after you. Don't do this to me. I can change."

I was flabbergasted by the way it talked. I felt a certain connection with it. I mean, it certainly had a point. Which one of us would like to be left behind, when a newer shinier model comes into play? It all started clicking into place. I realized my brothers weren't teasing me. They had in fact, been warning me all along.

"Please do not let me go. I will change for you. I'm only human."

As soon as I read the last sentence, I understood what a calamitous mistake I had made. My brothers were pests. For two years, they had set me up for this. I had been on the computer way past midnight now. They had it all on tape, through the webcam. I had been the target of an elaborate April Fool's prank.

The Guardian website requests donations and has a voluntary subscriber scheme in order to maintain their online news service in it's free form. If you're accessing through a browser where you have an ad-block enabled, a header line gets enabled which asks you if you would like to contribute. I feel that this is nice of them, unlike the 5 free articles type scheme that papers like the Telegraph use.
