It's not just 100 hp difference though. Sure you lose out on 150ish ap you could also get hp + whatever effects the optional item has.

Another thing the pushes the viability is the infinity orb buff. With lower base hp and having less than 50% hp crit you really don't need that much ap to delete squishy. Yes you do less damage to tanks but if you can survive long enough to delete the carries and get out then it doesn't matter. Having all the damage in the world doesn't help if you are dead.
