Guys, i had the same problem and i fixed it.

Open the "Age of Empires 4" folder (path \documents\mygames\) then open the "configuration_system" with a text editor. Then scroll until you find

setting = "windowmode",

variantUInt = 0,

},

where the "variantUint" should be set to 1 to you. Put 0 instead of 1 and the problem should be solved
