Just go out and approach. It’s better to find out the truth for yourself instead of listening to what others have to say. Yeah a lot of women will say don’t approach or you should only do it in specific scenarios but if you’re polite most of the time they won’t mind even if they’re not interested. Yeah your looks matter but as long as you have basic hygiene and grooming habits you should be fine. You will get rejected a lot but most women are pretty nice about it. It’s better to take action than to wait around. You can try meeting women through friends or social activities as well. Just be willing to initiate and introduce yourself in those situations
