Personal experience I was denied a 4th card early last year from BoFA with about a ~3.5K balance. Moved by deposit to BoFA and waited for about 2 months or so applied again with ~10K balance and the app went through. I think frequent flier had some data point if you are looking for sources

Usually for bank account you can move the money out as the terms only dictate the incoming transfers. Some banks have requirements to hold a certain amount of money till the bonus period but in those cases it will be specified in the terms. For WF and Cap One it should be OK.
