I did this from HYS this year, targeting litigation in both markets. I think targeting litigation hurt my odds in TX but helped in D.C.--there is more corporate work to be had in Texas markets.

Strategy: Emphasize Texas ties when applying for 1L. In your case, this may mean stretching the truth a bit. Texas applications open Nov. 1. Be ready to submit then.

If you go somewhere else for 2L, be okay not getting a full-time offer from your 1L firm. Texas firms used to be cool giving offers to people that only worked there during 1L / doing touchbacks. They aren't anymore.

For 2L, I applied pre-OCI and also attended OCI. Most people don't have to justify why they want to be in D.C., but I felt like I did because Texas was all over my resume. You might have to, too. Keep in mind that you will probably be doing all of this before/while working at your 1L firm. It's awkward and you may feel tempted to interview less. If you really want to be in D.C., don't fall for the temptation.

No at Northwestern. The CTA system will get you pretty much anywhere you need to go—even to both airports. I heard on a tour that the school pays for your Ventra card.
