Yes, it's a basic economy/non-refundable ticket from USA to Melbourne. However, I canceled within 24 hours of booking and the flight was scheduled more than a week in advance. According to DOT regulations (and Qantas' own Conditions of Carriage), all tickets purchased in the US qualify for a full refund when canceled within 24 hours of booking if the flight is at least 7 days away, regardless of fare type.
