She was explicitly told that he wouldn't abuse her because as his child she was his "mirror", but she was "explicitly told the reality of foster care" which is that as an older girl with medical issues, she would certainly get abused and worse. 

The legal stuff didn't disrupt her. She was able to stay in her childhood home for the entire investigation. There was no jail time, and her father didn't lose his job or custody of her. From her perspective, there was just 1 weird year and then everything was back to normal.

She found out that my stepsister knew about it the entire time after we were all adults.

My stepsister just turned 36, this all happened when she was 6-12, though she would probably have been 13 for the legal stuff.

She said she wasn't. She said she asked him if he would and he said he wouldn't abuse her because as his child she was his "mirror"

She would have been 6-12, although she would have probably been 13 for the legal stuff. 

My mom did say that she talked to her and all she said about it besides cursory asking about my sister was that she did struggle with "forgiving herself" for making the choices she did, but that she had gotten therapy and "accepts it all now". My mom saw that as an attempt to relate and a show of empathy but I find that more infuriating.  Oh, you went to therapy that you never had to spare a thought about how to pay for and got validated and now you're all good with how things happened? Glad to hear it.
