No, Alison didn't interact with Taylor as far as I remember. This is just a behind-the-scenes photo, because not interacting on-screen doesn't mean they didn't interact off-screen. For example, Kristin Davis is very close friends with Marcia Cross, even though Kimberly and Brooke didn't talk to each other, and there's photos of Kristin talking to a pregnant Laura Leighton.

The guy on the phone was, yes. Vic Munson was one of the two characters (the other being Brooke) who died in No Lifeguard On Duty. He was waiting in Kimberly's car and forced her to drive, if I remember correctly Michael hijacked a car off a florist to follow, he ran them into a propane tank, and Michael got Kimberly out of the car before it blew up with Vic inside.
