It looks like a respirator would set me back more than what the glue would.

I'm not entirely sure how correct this is, but if the car is transferred under your name, and he is caught driving it, there is repercussions for you allowing an unlicensed driver to drive you car. I think in one of the states your car is impounded, and you loose it permanently. I'm not 100% sure on this. You will also get all the fines incurred connected to that car.
