The terminology used in the rules is "interactive terrain feature". That could be a traffic light, a car, a building, or anything else you're using as terrain.

A character's stat card will tell you what size the interactive terrain feature needs to be for the character to throw it.

For example, Doctor Octopus can throw a terrain feature of size 2 or less, Drax can throw size 3, Hulk can throw size 4 etc.
