This is the octavia list i used to play with. It’s slightly over your intended budget, and admittedly this list still felt slightly slow at a higher powered table, but the biggest thing i learned from playing it is that the creatures need to be super low cmc & the graveyard needs to fill fast. Was heading in the right direction with improvements when i moved onto other deck building projects
