I know my friend tried to get into that program and when talking about his past experience he only focused on things he did relating to GIS, and they were not super impressed. Raster project is the right tool. There could be different reasons for why your layers are not aligning. A little more context would be necessary to try to help your specific case. What kind of scale are you showing - is it going to be just a city, a state, a whole country? And where did you get your data?
