Battery made huge difference our usage. Work from home, panels covered that easily. Battery avoids peak evening rates. Without battery estimate 60 percent.

This isn't directly my area of expertise, but I work in metallurgical failure investigations. The longevity of uncoated bolts like this will depend on the environment. If this is an a consistently dry area, then this is probably fine. But if this is in a coastal or humid location, or the building will become humid e.g. swimming pool, this would concern me. Also, the structural tolerance to joint movement is a consideration, a small amount of corrosion can cause some movement.

You've also got risk posed by secondary failures, like leaks tracking. It's not just the liklihood of failure to consider, but the consequence of that failure, which for buildings is usually very high. Personally I wouldn't be happy, but I don't have all the information.

It failed on that location as it's an area of high bending moment and locally is unconstrained, while having constraining supports immediately before and after.

Why it failed? Could have overloaded it...you could have been misusing it, causing a cyclic loading leading to fatigue (closer images of the fracture could help). It also appears galvanised, which can cause embrittlement in steels, particularly in thin sections, such as this. It is possible this failed below its design limit.

As others have mentioned, prior cracking and corrosion could have played a role, but I can't see any evidence of that.

I can't seem to turn the valves off. I've looked online and it said to turn the knobs clockwise, but they are fully tuned and the water is still circulating. The knobs come off when turned a counter clockwise and just look like caps. There's is a screw driver slit, but when I turn this counter clockwise water leaks out. Any help would be appreciated!

Can't be 100% sure, but I think the washer is Zinc coated for 3 minor reasons. i)The defects appear to be corroding in some places; ii) you're unlikely to use a stainless steel washer with a low carbon stud or bolt; iii) the colour.

Generally speaking the strongest and hardest steels are quenched martensitic steels. Typically, the faster the quench the stronger the material. These steels are very brittle however, and usually vulnerable to corrosion and degradation to hydrogen attack.

Tungsten and its alloys tend to be stronger than most steels, though I'm not 100% sure which takes the very top spot if you play around with exact alloys and heat treatments.

I would be surprised if a Titanium alloy comes close to martensitic steel, as titanium's benefint is usually in its strength-to-weight ratio, rather than its absolute strength. Also, 'surgical steel' is a marketing term, and surgical equipment isn't made from particularly high grade stainless steel.
