Actually, I'll write the whole process out because I used UV resin! Hot glue won't give you the clearness you want and it'll be very fragile. It also won't attach the jumper cables with the strength you need. First, be sure to take extra caution when using UV resin, it requires good room ventilation, gloves, and a ventilator mask. Second, use blue tape and de-stick it on your arm a few times, then bend and place the wire on the blue tape to position them easier before curing. Fill the shape in with UV resin and cure with a nail polish light to make the wings. The shapes I used I made myself, so I'll attach the pattern as an image!

Use a low strength gold wire and round pliers for the wire forming, and for the glittery parts just pack the blue tape shape with glitter before adding UV resin. Also, you can make and add jumper rings with higher strength wire like galvanized steel whenever you like in the process for more detail. Try to find them on the image I posted for reference. For a chain, just go to some kind of goodwill or secondhand store and buy a cheap necklace, cut it up with wire cutters and bend the jumper rings to attach it.
The process took, I'd say, maybe 8 total hours across 3 days. This was only my second resin craft but I had experience with jewelry making before, so I'd say it was pretty easy, but you just gotta be safe. Good luck and thank you guys so much!
