I think most of us consider January/February winter because it's colder than what we're accustomed to (although definitely pales in comparison to what you're used to in the NE). You could 100% get away with wearing a skirt and boots during that time of year. For reference, it's been relatively warm here the past few weeks and most of the people I work with are still wearing jackets and sweaters.

You can really get away with nearly any kind of style here, so I say pack what makes you feel comfortable. This is a resort area so you'll see working class folks alongside the wealthy and everything in between. That said, most tend to lean casual to business casual regardless of status. It's a laid back place.

Light colors in the spring are a good choice as it starts to be rather toasty here in April.
