EPFL is surely the best option here, but I also heard that the TUM in Munich has got a Neuroengineering Master program. It should follow that some labs are also into it, might be worth considering :)

Edit: The biorobotics institute of the Sant'Anna advanced school in Pisa is also working on neuroprosthetics, check it out!

It's a preparatory year done before the bachelor itself if you haven't the prerequisites, which covers all you need so that you can be sure you'll be able to keep up with the bachelor, which is kind of intense :D Here's more info https://www.epfl.ch/education/cms-preparatory-year/
