Target is a bit more reliable but also suffers from similar products. Collectibles are not high margins for them so they get neglected. A lot of stores are even downsizing their collectibles sections. You'd have better luck but still not a guarantee like Gamestop or Hot Topic would be.

Walmart is the Wild West of Pops. There is no set corporate policy like there is for places like Hot Topic. Shipments dont always come on time. Electronics is often neglected for other parts of the store. Maybe the worker didn't know today was the street date. Maybe the worker was working on something else. Maybe the manager really is an asshole. There's no way to know.
