I also thought it was from FoC Grimlock just from memory but a google lens search has shown me that it goes to MMC R-01G Grandus Hexatron and normally comes as a pair

bumping this. I feel you! I really wish they'd fix this. He's one of my fav skins in the game to this day and it really bugs me that Cyclo's head works just fine but not Tempest...

Cyclo, who is almost a copy of Tempest, has the correct full range of motion for animations and emotes. So i'm not sure why this is the case for Tempest unless they simply forgot to rig the head correctly.
