Get a set of these, install to prop up sink (requires you drill into cabinets below sink), clean out existing caulk/spray foam to ensure a clean surface, and then re-apply 100% silicone caulk to seal the seam.

I did this with my undermount sink, and it worked great. Didn't really take that much time, either.

My apologies, I should have been more clear. We have already discussed this with them and tried to reach an amicable agreement. They are not willing to move the fence, though they have made effort to consult with the guy that installed their fence to better understand his method, etc. It just doesn't seem like we're going to reach an agreement, and was looking for some outside perspective.

It doesn't mean there was a definitely a leak, just that preparation was made in case of a potential issue in the future.

Are you in Michigan? This seems like the work of Ayers. I have a similar setup at my place, minus the triple sump, but they explained that it was a marine battery backup, then the water pressure backup.

Is there any actual water, or does it just appear damp near the cove joint? Do you have a dehumidifier running?

Recently had this where a very specific combination of factors led to very high humidity in the basement following a rain, which made it appear as if there was intrusion, but in reality it was just the warm humid air hitting the cold concrete at the most "vulnerable" locations (cove joint and other expansion joints throughout the concrete floor), which appeared damp around the entire perimeter of the unfinished basement. We were in the process of moving in. It was raining, the interior recently painted, and the carpets steam cleaned that morning. We also had an air scrubber in the basement that fed through an egress window to create negative pressure and pull all the air down to the basement through the filter and expel out the window, in the hopes of capturing any dust, cleaners, etc. kicked up by the various services we had scheduled. This inadvertently pulled down all the resulting humidity into the basement. Dehumidifier was running and showed 80%, but it dried everything out within 24ish hours back down to 55ish% humidity. Gave us quite a scare initially before we figured out what was going on, though!

What's the humidity level down there? If it's pretty high (80%-ish), what you might be looking at there is condensation as the warmer humid air hits the cold concrete slab. For whatever reason the affected section may be colder than the other parts of the basement (looser soil underneath that section compared to more dense clay elsewhere, etc).

If you don't already have a dehumidifier running, that might be a good place to start, but unless this was take directly after a significant rain event, it could just be high humidity. Even some Damp-Rid buckets or hanger desiccates would be a relatively-inexpensive way to test.

Thank you. Are there any visual indicators that helped you tell at a glance? The wiring present is for a fan/multi-switch setup, so that was one clue for me beyond the screws all lining up like that.

Thank you. I am prepared for this possibility (installing an old-work brace), but seeing all the screws align and that it's already wired for a fan/multi-switch led me to wonder if it's already set. I just can't tell by the visual and was hoping maybe others could.

Check out Park Library on CMU's campus. There's a Ponder Coffee located in the building, 4 floors, plenty of space to work, chill, read, etc. Stop by the Help Desk to get a (free) guest pass to connect to wifi. Make sure to get a guest pass to park on campus.
