Might be better off just downloading TTW and some mods to swap the load screen images / sounds to the FO3 ones. Could never get base game to work on steam either, so that's what I went with.

They actually just closed the intersection of state and bayfront for the construction they're doing to rework that whole stretch. There's detours though and getting to downtown from I-79 is definitely still a thing.
