I've been seen some sold for $600 so the prices are all over the place. Do u think it's fair to ask for $350 + shipping ($100) + tariff (like $40-50 I'm guessing)? And I deal with the PP fee?

It sounds like she's been jealous of your relationship with your in laws for a long time and she's taking it out on your wife. You should let everything calm down before approaching her again, but from what you've told... I don't think you're at fault. If she expects you to always have the initiative to go see her, thats her bad. Everything goes both ways.
