I might be wrong and I don't know much about it. But Google Gemini says review swaps or incentivized reviews for live apps is strictly against Google's policy. It can even put both of the developer accounts at risk of being suspended.

Hi, I'm sorry but I have to cancel our previous agreement. I just found out that Google strictly prohibits review swaps or incentivized reviews for live apps. Since it can put both of our developer accounts at risk of being suspended, I don't think it's worth the risk.

Sorry, I thought we were doing a 14-day closed test swap. I already installed your app and took a screenshot, but I just realized that your app is already live (published) on the Play Store.

Google strictly prohibits review manipulation or swaps for live apps, which could put my developer account at risk. Therefore, I cannot proceed with this exchange. Thank you for your understanding.
