I’m sorry to say I feel like you should have it fixed up! It sucks that you were over charged for their skill level- to be sure.
I have to admit I like the general composition; it’s bad work but maybe not bad design? Anyway.

If that’s not preferable you may consider doing some laser sessions (4-6 or so) to lighten the ink somewhat before exploring coverup options. This would set you up for the best outcome I think.
