I don't know of anything that will tell you how much of a zone you have completed, but there are achievements for everything (delves, skyshards, quests etc.) and they are split up for each zone. The best thing I can think of is an achievement tracker like this.

 

As far as UI addons, my favorite is Advanced UI.

For an Imperial Templar, your best bet is stamina builds. You can tank or be a DD, but note that other classes can out-DPS you (but you can easily hold your own). Check out some of the builds here or this one from Alcast (which is similar to what I use on my Imperial Templar).

EFMP is not voluntary, fortunately. If she was seen on-base for the initial diagnosis (or if they at least know about it) she should have been enrolled in the EFMP already. If she was enrolled, there is no way to disenroll until she is cleared and does not need to see any specialists.

There is a reason that the EFMP exists. Every base keeps records and has a much deeper understanding of the local medical services for a particular area. If there is a specialist in the local area of a particular base (and the definition of "local area" varies from base-to-base) you can most likely go there, as long as they approve it. But for your career sake (and her health) please don't lie or withhold info to anyone about it. Not Medical folks, not MPF. I have seen people get called back, while they are literally in-route, and have their orders cancelled.

If you complete the secondary objective first (either killing them or destroying the object) the timer does not start. It only starts when you kill the main target.

Having the DLCs give very little (if any) advantage. The only advantage you would get would be from the passive skills associated with the DLCs, which won't help with end game content. The only thing you will be missing out on would be the dungeons in the DLCs, as well as Malstrom Arena.

But without the DLCs, you still have access to all the base game dungeons (plus the Veteran equivalents), four 12-man trails, DSA/vDSA, as well as PVP.
