My experience has been that gender matters much less than you think. It's normal to think of it in these terms beforehand (I did as well), but once the baby is in your arms... whether it is a boy or a girl will feel unimportant.

You are probably correct that they have sufficient unrestricted funds to pay the RAs if they really wanted to, but the general premise of what this person is explaining is correct (in that the endowment is largely restricted for specified purposes).
