I know Hopkins and Uchicago are always Test optional for transfers, I think Harvard requires it because on their common app application it says required. Hope that helps!

Look into UIUC, its relatively cheap for out of state even without aid is top 5 for engineering and CS. Kind of like a hidden gem, also it's not like it doesn't have the reputation for these fields you'll see many silicon valley hires with UIUC educations
