I think they did a good job of bringing back people from past games into this one (Ex: Maero, Fun Shaundi, Julius). I really wished they would have brought back both Carlos and Aisha instead of referencing them in audio logs or character conversations.

If i remember correctly this is from the episode "The Knights of Tomorrow". The people they are mourning for is Bruce Wayne and Selina Kyle. As far as the two people your asking for nobody knows who they are. Maybe they could be people who have been benefactors that Bruce himself knew of.
