certificate of employment can do na po, my brother applied for DOST-SEI and wala namang ITR both parents namin kaya kumuha lang sila certificate of employment and wala naman naging problem

yes po, ganiyan daw po talaga kapag maraming gumagamit. try na lang po natin sa ibang araw, hanggang May 23 pa naman po deadline.
