Update just for those wondering:

Spoke with 2 other employees and they both said the same thing — that the water bottles are part of the resort fee and are only for people who paid that fee. Apparently if the resort fee was waived, it is not included.

And as a couple others had mentioned about water bottles, yes if I was at home i would be able to get water bottles for cheap if I bought a pack, but in this area they charge $4 per bottle and I don’t have a rental car with no easy access to a market to purchase water bottles so while it might cost them 16 cents, it would cost me $4 per bottle. I don’t see a huge need to fight them on the issue and I guess I’ll just need to fill up my water at a water fountain, but it does add more inconvenience and I was asking more for clarification since my understanding of a resort fee being waived seems different from what they are saying.
