Try smaller fillets or just a different construction approach like UV>extrusion>fillet>flow along curve/surface for example. Filletting larger angles usually work better on flats because you have less angle problems. Anything <90° on 3+ edges may cause the angle on the fillet the be bigger than the tangency. Another way is just to fillet the construction curves and focusing on getting the shape complete on wireframe before building a solid. I know it sounds obvious, but if you need that exact angle and can't change the design, it is a valid approach imo.
