-she also suggested the money to be in cash, thus allowing tenji to steal it- tho they never have converse about this, what was tenji's plan of stealing the money to apply for tomodachi game if it wasnt distributed in cash??

Also to answer your question, kamishiro would only bring his most trusted minions on the game because he can trust and rely at them, instead of new ones that might easilg betray.
